China has entered a period of high risk of food safety risks

Zhang Yong believes that the investigations and viewpoints of various research institutions can only be used as a reference, and it cannot influence us to proceed from the wishes of the domestic masses and study and implement practical policies and measures. However, this ranking also has some inspirations: The countries ranked in the top 1/4 are all developed countries, indicating that the food and drug safety situation is closely related to the economic and social development level of a country. This gives a more rational view of China's food and drug safety. The situation and a fuller understanding of the arduous nature of food and drug supervision in China provide a perspective.

Zhang Yong introduced that from the perspective of international experience, in the early stage of rapid development of the market economy, because the market's own restraint mechanism is not perfect, the commercial credit system that meets the needs of the market economy is not perfect, and product safety issues such as food and drug safety generally have a prominent period. . China has entered this high risk period for food and drug safety risks and prone to happen.

From the perspective of China's national conditions, the food and drug industry has undergone rapid and extensive growth. Currently, the industry has a low threshold, complex business conditions, weak and uneven quality and safety management awareness, and external market regulation mechanisms that rely on reputation and brand to achieve healthy development. The reform of the regulatory system has been fully implemented at all levels throughout the country, and the transitional period of reform has made the continuity and stability of the supervision face enormous challenges. Faced with pressures and challenges, the food and drug supervision departments have focused on reform and on the one hand, and have intensively carried out a series of in-depth rectification actions to speed up the establishment of the most stringent regulatory system, effectively curbing all kinds of risk risks.

At present, the masses of the people still have a lot of dissatisfaction with food and drug safety, and some of them are still relatively strong. On the one hand, it is attributed to the fact that the food and drug safety foundation in China is still not solid, even in some areas and links. On the other hand, due to the technical and professional nature of food and drug safety, it is between regulatory agencies, enterprises, and consumers. It is difficult to achieve complete symmetry of information. Some cases in the information society are often treated as holistic issues that affect people’s consumer confidence. However, the food and drug supervision system has always adhered to one and must pay attention to the actual feelings of the people. We must make the people's needs and desires to eat safe food and use safe drugs as the pressure and driving force for unremitting efforts.

Zhang Yong believes that the key to doing a good job in food and drug safety is that the food and drug supervision departments must correctly understand and take responsibility for the two major aspects.

On the one hand, assume the responsibility of strict supervision and speed up the promotion of food and drug supervision. In the coming period, we will focus on the following work. First, while deepening food and drug safety rectification and management, we will focus on building a strict and authoritative legal order, focusing on the revision of the Food Safety Law and the Drug Administration Law, and strictly regularizing supervision. The second is the system of reform and innovation review and approval, registration permission, etc., to increase industry clean-up, keep the advantages and disadvantages, and comprehensively improve the quality and safety protection conditions for food and drug producers and operators. The third is to strengthen technical support, improve inspection and detection and risk monitoring systems, and improve risk early warning, hazard control and emergency treatment levels. The fourth is to strengthen the scientific scheduling of monitoring resources, law enforcement forces, and the frequency, scope, and density of law enforcement inspections to effectively improve the effectiveness of supervision. Fifth, implement the main responsibilities, and effectively transmit safety responsibility to production and operation companies through external supervision and internal control. Sixth, we must strengthen organizational development and form a high-quality professional and technical team.

On the other hand, it will assume the responsibility of guiding social participation and promoting social co-governance. Strengthening government supervision is the primary and necessary condition for ensuring the safety of food and drugs, but it is still not a sufficient condition. Only governments, businesses, consumers, and news media are all involved in the governance of food and drug safety. The legal system, culture, science and technology and many other factors will play a role in achieving stable and stable development of food and drug safety.

Form a unified food and drug supervision system during the year

On March 26 this year, the General Office of the State Council issued the “Three-Determined” plan of the State Food and Drug Administration. The former State Food and Safety Administration, the State Administration for Industry and Commerce, the General Administration of Quality Supervision, Inspection and Quarantine, and the original Food and Drug Administration immediately launched relevant agencies, personnel, assets, etc. Transfer and handover work. As of the end of May, the functions, personnel, and business process specifications of the various departments and bureaus of the Directorate General were basically in place, and they officially began to perform their duties. The basic completion of the top-level design at the national level and the “leadership” of the regulatory system have laid a solid foundation for the reform of the regulatory system at all levels in the country.

Since April 10, the “Guidance Opinions of the State Council on Reforming and Perfecting the Food and Drug Supervision and Management System of the State Council” (Guofa (2013) No. 18) has been issued, the provincial and the following regulatory reforms have entered a substantive operation stage. At present, more than 10 provinces (autonomous regions and municipalities) have completed the establishment of provincial agencies.

Zhang Yong said that the goal of this reform is to increase the supervision capability, apart from the time requirement and the establishment of a regulatory agency according to a relatively uniform model. The relatively centralized and unified supervision system formed after the reform has clear responsibilities and clear subjects, but it is not an easy task to achieve further improvement in the supervision capability. If you do not grasp it well, you have the risk of "prospering one thing at a time, one thing at a loss, and one harm." Therefore, the key to doing a good job in this reform is to achieve "two positions." One is to recognize the current situation of food and drug safety, and the other is to put the central government's requirements on the reform into place.

First of all, the main body of organization and implementation of local food and drug regulatory system reform is local governments at all levels. For this complex task of reform, no one department can do it alone. Only from the overall perspective, the local government can strengthen the leadership of the unified organization and play a role in overall coordination and coordination of all parties. Only in this way can the reform be managed in a sound and orderly manner and achieve the desired objectives.

Second, this reform has a clear time schedule. In order to build an integrated, wide-coverage, specialized, and highly efficient food and drug regulatory system as soon as possible, and in order to shorten the transition period for reform, local reforms must, in principle, be completed by the end of the year as required by the State Council.

Third, there are clear policy boundaries for this reform. In addition to the situation where there are no more institutional settings, the most critical one is "to ensure that the new agency has sufficient resources and resources to perform its duties effectively." In terms of setting up the regulatory agencies, it is necessary to truly achieve a thorough implementation and establish food and drug regulatory agencies in townships and regions to prevent food and drug safety from falling in the first line.

Fourth, this reform has perfect supporting measures. In order to ensure the smooth and orderly reform of the reform, Document 18 specifies a series of supporting measures that need to be implemented together. Including increasing investment in food and drug supervision and supervision, and raising the level of scientific supervision; all relevant departments must support this reform, but also fulfill their respective responsibilities and form a mechanism for joint management.
