Google trading DeepMind medical data raises questions

This is a story about two deals and the future of healthcare in the UK. The first transaction was completed in September 2015. According to the transaction, three hospitals affiliated with the Royal Free NHS Trust have handed over identifiable personal medical records of more than 2 million Londoners to DeepMind, which is wholly owned by Google. With DeepMind making major breakthroughs in game play and image recognition, DeepMindHealth came into being in February this year. What is strange about an artificial intelligence company with no medical experience is that DeepMindHealth's first project claims nothing to do with artificial intelligence. Among the patients in the UK's national health service system, the proportion of patients with this serious condition is as high as one-sixth.

In April of this year, a survey by New Scientist revealed the scale of DeepMind's massive data – a large collection of time spans of up to five years, covering almost all patients within the Royal Freedom Foundation system – The survey also revealed the commercial terms of the data: there are basically no commercial terms. This data sharing is based on an explicit consent for direct clinical treatment of kidney damage. The problem is that the coverage of the data set far exceeds the group being monitored or treated for this condition: the data extends throughout the hospital, raising questions about how to properly comply with data protection, privacy, and medical confidentiality. Perhaps more importantly, the desire to engage with the public, to exchange views on the deal, and to explore open, competitive, and forward-looking service purchases outside of Google does not seem to be taken into account.

The second transaction is more proactive. Last month, it may be foreseen that there will be regulatory measures after the silence of the year, and the two sides further signed a five-year cooperation agreement.

This agreement contains a turning point that deserves attention. After spending a year designing the dataset structure of the entire Foundation system, DeepMind developed a software interface that can be used to monitor multiple conditions and provide a platform for an “open and innovative ecosystem”. However, this "openness" is limited - the entire platform is strictly owned and controlled by DeepMind under a time-limited license agreement. DeepMind hopes to form an innovator community to develop segmented applications based on data obtained from the first transaction.
